They should do like a play-in game, a la the NCAA tourney. That could be pretty interesting if it turns out only, say, seven guys on the team are Serbian and the rest Montenegranese.
Either that or we'll see another civil war break out in the middle of their first match. Civil War is like the national pasttime of Serbia anyway.
